"Power barge agreement: Minister of Public Utilities and Transport, the Hon. Pearnel Charles (fourth left) and acting Director of USAID Mr. Frank Morris (second left) putting their signatures to the agreement yesterday (June 14) for the loan of a power barge 'the Impedence' to be used as a temporary stop-gap measure in alleviating the critical electricity situation. The barge which is to be loaned to the Jamaican Government by the United States Government for a two year period is scheduled to arrive in November. Others from left are Mr. George Wilson, JPSCo attorney; Hon E.K. Powell, Minister of State in the Ministry of Public Utilities and Transport; and Mr. Orville Cox, Chairman and Chief Executive of JPSCo."
