"Disabled at course in Israel: Two Jamaicans participated in this year's course in community development held at the Mount Carmel International Training Centre in Haifa, Israel from August 27 to November 10, 1981. They got full scholarships from the Government of Israel.
The two were Basil Newman of the Ministry of Youth and Community Development and Derrick Palmer of the Ministry of Social Security.
Mr. Palmer is blind, and active at the Jamaica Council for the Handicapped while participating successfully in the course. He participated in the International Literacy Day in which 39 community educators from 14 countries participated.
Mr. Palmer addressed the forum and emphasised the role of volunteers in the Jamal campaign whose motto was 'Each One Teach One.
