"New York meeting: Minister of Local Government, the Hon. Rose Leon, is pictured with Consul General, the Hon. Gerald Groves, at an informal get together of Jamaican organizations and others, hosted in her honour by the Consul General at the offices of the Jamaican Consulate-General on Friday evening, July 6, 1973. The purpose of this function was to hear the Minister report on affairs at home. Mrs. Leon was returning home after leading Jamaica's delegation to the 21st World Congress of the International Union of Local Government Authorities held in Lausanna, Switzerland."
